you must have 10 times the PR of ur new mastar to be able to declair freedom. so if he is at 100,000 PR u will need to be at 1,000,001+ PR to delcare.
to declare freedom u go to the slave empires link and hit declare independance and it will notify you if u need more PR or if u got free
