Options > Restart Empire. Learn why you went into debt and don`t do that again.

So stop spending turns.
Disband any fleet.
Sell anything and everything you have on the market and hope it exceeds the amount of money that you are negative to get rid of the debt \ interest. Just make sure you have enough food to keep your people alive.
