hi mate
first off there are no empire levels in GC at all, only on UC which is were your getting the levels idea from i believe.
the missions further ur empoire but dont USUALLY make u go out of newbie Protection
basically read the manual which right now will be in the top left corner of ur screen in a dark grey colored font.
read that and get the basics of how GC works as opposed to UC and you will get the hang of the game basics
for referance: UC is Universal Conquest
GC is Galactic Conquest <----you are playing this now
if u need any more help just ask here and we will do our utmost to assist in answering any queries u may have in regards to the game, manual or any other things u need assistance with ingame
