they are when someone builds a UW, and sets it off, but then dives below 1 mil power or violates a requirment for the uw to go off after the 48 hours, and the UW is canceled
what this does is when someone activates a UW, anyone who is working on it has to start ALL over
so you can tell this is a good way to keep an enemy from setting off a UW and ruling the server
so for you guys not in those top feds fighting for domination, it does nothing but scare you a little
but maybe soon a real one will go off
