Normal server activity

hmpps, feds are only useful to chat and know who is hit when... always said that :/

heres an idea on how to make the normal server more active again, make your Feds smaller, then theres more targets to attack.
All these Alliances and Non-Argression Pacts kill activity.

Also maybe some other things but I`ll leave them for now.
