before you can send PM`s you have to validate your e-mail account.
You will be sent a validation code to your e-mail address, get that then go to options and select validate e-mail.
Input this code and hit enter, you should now be able to send PM`s

Click on "Private Messages" link, right near your money. Then go to "Send Message", type the empire`s name you want to send the message to and choose it`s gamespeed (RT, Ultra, etc), then type the message and press "Send".
