depends on the feds perspective , some feds prefer plannets , so the player with the most plannets would be the best
but mostly it is power rating , naturally the guy with the most power rating is the strongest
but then Again i prefer skill , so i would say the best fighter is the strongest ( not the guy with most plannets or power )
