This game relies entirely on people applying to join a federation.
I think a game flourishes with more social interaction. Unfortunately, this current setup leaves some portion of players who aren`t super engaged, so they never bother to join a federation.
If federation leadership could send an invite out to a player, I imagine some portion of these solo folks would see it and just accept on a whim. Once in a federation, they may become more engaged via in game discussion, discords, etc. this extra engagement may help them learn to paky better, teach them stuff they never would have discovered on their own
