Explore ability added for Marauder and Collective

As of this post Marauders and Collectives have the ability to explore planets using their current ships with scanner rating. We will be carefully monitoring this and tweaking or flat removing if needed, but we wanted to test it out to ease the early game and try to make plundering a more viable income style for players who wish to go that route.

Feedback is welcome, expect tweaks.
