Another idea to work in combination with my other suggestion regarding balancing gordo`d planets would be to make exploration be based on land.
If you have low land, exploring is easy. If you have 100k land, exploring is more difficult. This I think is actually far more important and much better at balancing than simply giving land a base pr.
Let people gordo all they want, just have them know that in doing so, they make it more difficult to border up - the same way it is more difficult for someone to border up when they have a C3.
Its really only fair, and I cant believe it hasnt been balanced already in some way
