Pr Losses in a Battle How much must the defending fleet loose for a win ?

eg. one battle which an attacker hit me after checking with a calculator i noticed that he lost only 9% of his fleet while i lost 36% yet i won.

oh never mind i didnt see clearly its the pr .. not the percentage
