I would like to know the penalty on planet exploration when you started UW (the Kalzul thing). Eg, what is the % loading on exploration of planets.

For planet count under 15, how many VII scout I need to get the planets with 120 turns? 1?

No, only if you explore.

You get approximately a 75% reduction in EP and leave DP immediately after exploring for first planet
If you keep planet count under 15 you need around 120 turns of v2 scouts
