i`m not being allowed to attack hostile feds . it keeps telling me i can only be 130% higher????

You only get the fed war bonus against federations you have declared war against, not just if they declare on you.
So federations under "You are hostile against" in the "fed war" page is the one you have that bonus towards. You can only have a federation war declared against one federation at a time,
