If you are a slave empire is there any way to change that status other then the "Declare Independence" option?

It`s a shame that it can`t be resolved by the enslaved attacking the slaver, thank you for your advice

Yeah ask ShatterdDreams to hit them, he`ll mess up their day.
you can restart. you could ask whoever has you enslaved nicely to let you go, or the only other option is to get 10x their pr one good way to go about this is to build high using starbases while in dp while the person that has you enslaved is out of dp and once you get pretty high have some one to attack the person for you
