since this was implemented, but is not actually working, is it possible for admin to manually make one out of 4 c4`s?

Yeah.. i can do that.. however i`d have to ask those doing it plunder 3 of the c.4`s after i have a chance to note down the info of all 4 c.4`s for making it. i would of course provide 2 stc`s to those doing it..

I can`t access it, I was just curious if it the problem could be rectified manually by deleting the clusters and replacing them with a c5 until it is fixed. Wouldn`t be crazy time consuming since it is pretty rare that a collective actually gets 4 c4`s, but if it is impossible I guess it doesn`t matter huh.

Fraid not.. also i had stephen disable it until he fixes it as it makes 3 or your c4`s disappear and leaves you with your bottom c4 really wish he`d test these things before doing.. *sigh* anyway if your able to access it please tell me how via pm on RT as you shouldn`t be able to..
