Under projects, colony upgrades are batched into another menu. You have to open projects, click colony upgrades, then click the one you want.
Why not eliminate a click and just list the colony cluster projects on the main project list? Its not as if the project list is too cluttered. If youre doing any more exploring than exploring for borders, that extra click just to cluster adds up to a significant amount of time spent being annoyed due to the extra click to do something we used to be able to do right from planet management page with anfits
