Limit of power to attack

Is my understanding right, that there is the limit of power to attack any other empire? As it told when you try to attack weaker then yours empire, the 30% is limit the empire might be weaker. If my power 13000 I may to attack empire with power not less than 10000. Is this right? Maybe I don`t know about some exceptions? Can anybody tell me why attack against my empire with point 1.848 was accepted ? It was Normal not Counter attack.
