No dp during a galaxy crisis sounds scary.
Does that mean that if you don`t log in during
a galaxy crisis, that your whole empire could get
wiped away?

only the empire who activate the uw will experience limited dp.. 1hr dp duration.. all other empire dp is not affected.. i.e. you still have 24hr dp if you got hit into dp..
