At what lvl on GC does one start 2 produce goods?

Consumer Goods are produced by building infrastructure on industry. You`ll need raw materials to produce Consumer Goods. If you are the terran race though, you generally don`t want to waste time trying to produce them, it`s easier to buy them (if there are some on the market)
