My labor is negative. How do I get it back up?

not completely correct. If it`s a cluster then you can always get 4 more and cluster those together, which combines populations of them all. So the cluster isn`t useless. If the planet in question is a u class then you wont be able to.
Check your population versus maximum population on the colony. If the current population is lower than the max let it grow until it`s at max. If it`s already there or bringing it to max doesn`t bring your labor to positive, you can destroy some buildings (Note: DO NOT Destroy Housing to do this) to try to bring it back to positive. If you have destroyed all non-housing buildings and your labor is still negative then the colony is screwed up and useless to you.
