And this game was called "How many GC players does it take to explain, in satisfactory detail, what a single artifact does?"

sorry I should have been more clear than that saying they give you and only you
don`t use them if you have max colonies, they will fizzle

For the record: They`re only usable on yourself. So you can`t give other people borders.
it gives you a randum planet they are used if you win a juicy c3 and no targets you use them and hope you win on defence or lose only 2
