Clustering the right planets?

I was told to only cluster planets above 800 land, and so I`ve been exploring and clustering all the junk planets together before I plunder them. Now I have a planet I want to keep right above my home planet, but I want to make another junk cluster with the five planets above that one. Is there any way to decide which planets you want to cluster together?

As a terran, you have to manually plunder them away, as you will always cluster the bottom-most planet

If you are Collectives or Virals you can infect/assimilate the planets you want to cluster
