I have a Federation that I started not too far back however I am having trouble getting people who are really interested in seriously playing to join. I would like anyone who is looking for a Federation and is very active in the game to give me a shout out if they want to join my Federation. I will except newbies but they have to remain very active.

Thats true, but the fact is there are not as many extremely active players out there and the ones that are usually are long time members of feds :(

Bopper if you are in GC/ RT you can click Federation athe the top of your empire page and list feds, and there when you click on a federation you can press apply.
