How do you get commercial infrastructure technology?

To research commercial to make it more effective go to "Research" and click on "Commercial" under "Infrastructure Research". Every level will increase commercial effectiveness by 10%.
To create more commercial buildings on your planets go to manage colonies and click on any of your colonies that have land available. Build some housing first if you need more labor on the colony (usually around 10% of the total land of the colony is how much housing you should build) then once the labor increases from you using turns build more commercial buildings on that colony.
