So what is the accepted number for minimum mins an empire needs on hand to execute a successful UW?

Those needed to build the fleet...
10mil fez and a few mil of the others depending on race.
If it`s RT it doesn`t matter much. During UWs you can`t sell all the minerals anyways unless you have some very rich friends to do the job.
