how do you take turns without spending credits or anything

Everytime you use a turn your income goes into effect, so there is no way. If you are in debt I would suggest disbanding your fleet, and/or selling things on the market until you are posititve income again. Do not use turns until you are positive in income. If you aren`t in debt and just have a negative income try disbanding your fleet or building more infrastructure on your planets to make more money.
