Why Doesn`t VM work right?

I haven`t attacked someone for over 32 hours, according to the logs, and according to when I play the game. VM mode not activating has cost me part of my income now, and I would REALLY like to take a break but this game won`t let me without losing my empire, apparently.

Yeap, just gotta keep trying, if necessary, log out and in and it should work fine...

it`s something which happens when you use some/all your turns up prior to trying to vm. the only way around it is to just keep trying and after a few seconds it normally allows you to vm.
