I am assuming that you are terran. First you should disband any ships you may have built (this can be done at the "manage fleet" page). Then go to "Manage Colonies" click on your colony and build commercial buildings on them (to increase labor you just build a little more housing (each housing should give you about ten labor). After this use a turn. If your income is still negative because of your debt interest go to the market and sell everything you can. If this still does not put you in a positive income after it has sold (which may take awhile) you can ask on the chat for people to use money artifacts on you. If that fails I would suggest restarting.
