The first ship besides a scout I built is a star base to help protect outer colonies. Quetion is: how or where do I place the star base for protection?

you just build them.. if you make other types of ships, then whichever one has most power goes on top of the stack. look over at the Strategy section for Exule`s Game guide. oughta help you learn about this kinda stuff a lil better
