in other words, it requires Stephan to care, so dont count on it
no one can use itech yet in this game.. It will require the game creator to code it out for us. hence everything about itech is not confirmed. this game might or might not get it in the end.

itech allows you to get all of the research levels you have back and redistribute them as you wish. This does not include levels you received from missions.
