is this game rules equal to everybody ? Why when I tried to attack the empire with power less than mine by more than 1.3 , attack wasn`t permited . But I was attacked by Empire whos power more than my by 1.8. Is it by the rules?

if your in a federation and an enemy federation declares war against the fed your in then they can attack you from up to 2x above you or 3x below. also if you attacked them in the last seven days then they could have clounter attacked you with virtually no limits.
a normal attack you cant hit from more than 1.3 over
an enslave attack you cant hit from more than 1.5 over
a fed war you cant hit from more than 2x over
if your in the top 5 in the ranks you can hit up to 2x over with a normal attack
and with a retalliation you can hit any PR from anywhere
