the planets are in that order
you have to take 3 planets to get the c3

giving out the attackers fleet is ok though not necessarily polite, the defending fleet is against the rules and just silly (unless UW I guess)

o i no u cant give out fleet details thats why i thought it was illegal

You also can`t give out the details of your fleet when doing this. Only your borders.

Yes, EPrussia. It`s okay to advertise what`s on your borders to get people to attack you. You have to say it publicly. Doing so privately with one or a select few is against the rules, however.
