Climb to 10 times the power of your slaver, then click the link from the slave menu on the left of the screen.

oddity
The best thing you can do to get out of slavery is to research starbases. Starbases and scouts can be built while you are in DP without risk of ending your protection. To get out of slavery you can use starbases to build to 10 times your masters PR (just one will do if you are terran and he is still under 5000 PR). Then you go to the Slave Empires link on your
Command page and declare independance! After independance is declared, log off and back in to refresh your status.
