At the right time of day, yes. You will need a capsule lab researched to fuse those artifacts into more useful and powerful ones. A list of artifacts, what they do, and what combinations you need to fuse to get them can be found on www.freewebs.com/pandoralives
Keep in mind the capsule lab is expensive. It costs like 600 turns of initial research, then 550 turns after that and 25 million credits on the `Projects` page.
