Please help! I have lot of raw materials and level 5 of industry. As I read, the raw materials should to convert into Cunsumer goods. Why it doesn`t work? So, I have to buy goods each time, because they are minus when I build infrastructure.

you need to assign land on planets to industry to produce consumer goods.

Also negative consumer goods means that if you have any that they are being sold to your population for cash which increases your income.
