The population will only increase if the max population is higher than the current population on the planet. To increase the max population, you need to assign a planet`s land to housing using the manage colonies page. You also need food for population to increase when using your turns, so make sure you are never low on food too. How quickly the planet`s population increase depends on the population growth modifier of the planet, which varies depending on the planet type.
