Lets say empire x wanted to perform a take over.
Could he gain half the planets + 1 in a fed, submit his systems votes to admin for himself and become leader?

no, with the fed election out it has to be taken to an admin by the leader to have it switched , or the feds active members may be abel to convince an admin to replace an enactive leader with all active members agreement on a specfic choice that all agree to.
