Let people who dont play get more missions becuse it seems after a few missions when i was ahper miners they play up to stage 2 after that you need to pay and let people who dont play start a Federations

It wasn`t as bad when you had to have a paid to make a fed but leader voting was still in existence. You could just take over smaller feds and change them if you didn`t have a paid :)

More missions are currently in development (slowly)
And feds were moved to paid only to encourage the purchase and to stem the huge volume of feds that were being created that took up server space.

I`m guessing you mean pay, and not play?
Non-paid players did use to be able to create feds, but it was changed to be for paid accounts only. I don`t know why, but it could be partly because too many people were creating them..
