When I reward a slave, what factor(s) determine(s) the amount I give him?

So, Omega, it is either 10,000 credits per slave`s planet or my tribute reserve, the lower of the two?
You may offer 10,000 $ for each planet your slave has, but not if this amount exceeds the amount in your tribute reserves.
