INFRA LEVELS: 7 housing, 246 agri
59 land for housing
941 land for agri
Total output of food: 941 * 25.6 = 24089 (rounded down to nearest integer)

INFRA LEVELS: 0 housing, 253 agri
100 land for housing
900 land for agri
Total output of food: 900 * 26.3 = 23670 (rounded down to nearest integer)

24089 vs 23670

419 difference per 1000 land
1.7% more overall food output

Researching housing does not add to your PR, if makes it the same.

with 7 housing, you get the optimum output of food. Instead of building 10 housing for 100 land, each housing provides 17 now, means you build almost half that of the original. Adding max infra in agri, this gives you quite a significant boost in overall income. The maths has been done.

Hence to say "researching housing adds unnecessarily to your base PR" is untrue, unless the person in question is incompetent and decides not to adjust housing accordingly.

However, it is true that if you do not intend to go long term with your maru empire, then go pure agri; the 7 housing route is only for those who intend to stick with their empire for the long term.

Ninetales is correct, you can research housing but its largely a waste and adds unnecessarily to your base PR..

Research all Agri and when you capture nice planets that you want to plunder populate them fully before you do -- thats extra $$$

If going plunder, go 65%/35% ~ 75%/25% Housing/Agriculture with Fertiles as your base Colonies. This is the method I`ve used and taught for the better part of the last decade, with great success. Honestly though, with the continued loss of players- and thereby income sources for a plunder based economy, it`d be best to concentrate entirely on Agriculture and a few defendable clusters.
