a thought on paids

i was thinking, im sure there are plenty of guards that would give paids for loyaled clusters... ive never actually seen the rules of the game but what i understand is its illegal to trade planets with people... so why can you trade artifacts for paids? its the same thing really, just the turns are spent exploring and loyaling instead of digging. and instead of giving paids for extra land through gordos it would be extra income. not to mention there would probably be more paid accounts if it were allowed
