it basically means you have built housing infrastructure on your planets then built other infrastruxture for example comercial. You have then either destroyed some housing infrastructure which would give you a negative available labour or you are not feeding your people and they are dying. If you do not have enough food your people die so i think buying more food is the solution to your problem.
