Loyalty has the biggest effect on tax income empires. If you don`t research housing, then don`t bother.
For the Terran race, loyalty has very little effect and is not really worth the time or effort. Loyalty play a bigger role in some of the other races.
If you get really bored and run out of things to research, increased loyalty will give you a slight increase in income per turn as a Terran.
