Have the new updates (massive increases in BR across the board) helped or hurt VM building?

Well, it helps VM building cuz it makes it cheaper and faster to build up to the same PR as previously (not as many turns upkeep wise), but by the same token everyone else can build up at the same rate.
Of course, whether you can maintain that PR for any significant length of time is another matter, regardless of whether you`re all fodders or have an actual fleet.
