mineral generation falls under mining. Research mining and your mineral generation will increase. (it also increases your ore mining) However, for minerals, you do not need to build any mining infrastructure to mine minerals. It`s automatic. and building mining infrastructure on that planet will not increase mineral generation. It works the other way for ore collection though. For ore, you can only collect ore if you have mining infrastructure on that particular planet.
