speed increase in turn generation is 15% when having a paid account
You can increase maximum turn capacity and speed of turn generation by purchasing a paid account. Max turns goes from 30 to 45. Not sure on exact speed increase in turn generation.

If you are speaking in terms of maximum turn capacity, then the answer to your inquiry is no. However, there are different game speeds in terms of servers as om3ga mentioned.
There isn`t different speeds within Real Time... there are the other server speeds seperate from rt though.
