Otherwise you`d probably get some diggers starting UWs at 270 cols or something.

yes, but itd be a waste of PCC, there use mainly is for hoarders who fall short on borders.
Question about PCCs. Normally if exploring one is capped at 16 colonies. (without mission rewards). And can get to 18 with battle. Can one use PCCs to get to 18 as well?
