Hey can someone use an artifact to bring someones loyalty down. Because my slave master hasn`t been punishing me but my loyalty was dropping like a stone for a second

The loyalty artifacts do not work as it would be unfair on gaurdian empires as they cannot increase it.
if the loyalty of your population is dropping it sounds like you are not feeding them enough. try having larger stockpiles of food or assigning more land to agriculture.
