maraka: the power rating is a function of how powerful your empire is. factors that affect it include, the number of planets you have, how much population and how large your fleet is. power is important in deciding who can fight battles and the PR ratio is the power rating ratio between two empires. if the PR ratio is too high or too low then they will not be able to engage in battle.
