Tiki I believe anyone that has played a race other than Terran and Miner is aware that there is a rather dramatic difference in income. If a Guardian, for example, enslaves an active Tax Miner, they will never have to research infrastructure, never keep more than a 2 land spaz for artifacts, and they will be able to fight at whatever power rating they want. This is a rather significant over powering. Also, imagine trying to break out of enslavement to a Guardian! We can climb circles around the other races aside from a pure cap spam, and spend a LOT less money doing it.
Changing the balance isn`t always a bad thing, but changing the balance completely would be pointless. Everyone would go Guardian/Collective/Maurader enslaving people until finally there is no one worth enslaving and the newbies would suffer as the only Terrans in the game! I am exaggerating, of course, but not by much. It would drastically effect the way other races are played. It doesn`t even make sense that any of those races (Or Viral for that matter) would enslave anyone. Viral and Collective NEED the bodies of said slaves to survive, why would they waste them as weak meat bags? Guardian are trying to PROTECT the galaxy, not enslave it. Marauder it makes a little sense for. Pillagers often take slaves to do the labor while they do the looting. So for them it is simply a matter of giving one of the lowest upkeep races the change to siphon credits from the largest income races.
There is one good side, a silver lining if you will, to all races being able to enslave. This would drastically cut down on the number of tax based empires. By greatly decreasing the demand for food, you would be greatly increasing the supply of food. Thus a likely permanent fix of the food market. Still, there is just so much imbalance it would create. You would essentially be destroying the economics element of the game in order to fix the economy.
